TOEFL and IELTS - The testing Monopoly

Many of my students are keen to pass either TOEFL or IELTS which of course they need if they want to get into a so-called Anglophonic university.I've often thought of the testing monoploy that exists in the world. English is probably spoken more outside of the inner circle countries in this day and age and yet the power in terms of who sets the standards for English and English testing is still pretty much where English originated from.Its time for change. Question: How is this change going to happen?
